What is pro-human AI?
At the 2025 Utah AI Summit, Governor Spencer Cox launched an AI framework to bring the progress happening across six pillars—workforce, industry, state government, academia, learning and education, and public protection—under one umbrella: Pro-Human AI.
Human-Guided
Pro-human AI is a framework that places people at the center of every technological decision. It begins with a simple principle: AI must be human-guided. Systems should protect dignity, preserve human agency, and ensure individuals stay in control of the tools that shape their work and their lives. Pro-human AI rejects systems that mislead or obscure how they operate.
This core element asks us to prioritize human leadership in the age of AI—ensuring that AI remains understandable in how it functions, accountable in its impact, and adaptable to human needs rather than the other way around.

The second core element is that AI must be human-enhancing. It should expand our capabilities, not diminish them; open new opportunities, not close them.
